Basic Research: Connotation, Model and High-Quality Approach

Abstract: Basic research is an evolving concept of policy, and basic research mode is an "ecological model" merged by "linear model", "quadrant model" and "circular model" in both the digital and big science era. As China's basic research is transforming from "tracking-learning" to "originality orienting", it's urgent to promote basic research to achieve high-level scientific and technological self-sufficiency, so as to build a strong country in science and technology with the opportunity of science revolution and technology transformation. There are 6 major tasks to enhance basic research: strengthening its system layout, deepening the institutional and mechanism reform, forming the skeleton network, cultivating high-level talents, enhancing international cooperation, and promoting the scientific spirit. To this end, the development mode of basic research need to be optimized to a high-quality new pattern, to increase diversified investments, and to optimize the allocation mechanism of scientific and technological resources; strengthening the talent pool construction with optimized talent mechanism of cultivation, utilization, discovery and application; enhancing the basic capacity of science and technology and developing an security measurement with global competitiveness in the open innovation ecology.
