Eighthly, we made new progress in the tough battle of pollution prevention and control, made strong efforts to address acute ecological and environmental problems, and the quality of green and low-carbon development continued to be improved. In the campaign addressing issues related to water, air and soil, we designated river and lake chiefs and took actions to regulate illegal riverside occupation, construction, mining and waste. Another 7,658 km of sewage pipe network was built, 527 black and malodorous water bodies under the national supervision were largely eliminated and high-quality clear waterway of 2,075 km was built. 89.9% of the cross-sections of surface water examined by the national government and 90.2% of coastal and sea water were rated as excellent or moderate quality. More efforts were devoted to treating ozone pollution with a special campaign targeted at the oil refinery industry, a three-year campaign initiated to achieve high-quality development of natural gas, capacities and green development boosted for inland waterway shipping sector, 98% of public transport fueled by electricity, good and moderate AQI ratio reaching 94.3%, and the averaged PM2.5 kept at 22 μg/m3. We better defended clean soil with the daily waste processing capacity increasing by 14,000 tons and the annual hazardous wastes utilizing and processing capacity by 1.458 million tons. A differentiated ecological and environmental management system of “Three Lines and One List” has been put into place. Another 1.92 million mu of land was afforested or remediated, 693 hectares of mining areas turned green, and 250 million m2 of illegal construction area and 1,077 sites of hidden risks of geological disaster were eliminated. Nearly 40,000 households built on cut slope were dealt with. We propelled green manufacturing and clean production and accelerated the restructuring of energy mix. Another 5.49 GW of offshore wind power, 2.25GW of PV generated power and 700 MW of pumped-hydro energy storage were added.

Ninthly, we took concrete measures to make Guangdong prominent in culture, encouraged mass sportsand competitive sports, and registered new progress in cultural and sports undertakings. We carried out the “Two Creative” Program on Lingnan culture. The Museum of the Third Congress of the Communist Party of China was conserved and expanded, the first list of revolutionary cultural relics in Guangdong and the first group of 39 districts of historic and cultural significance published, an action plan to protect and utilize historic and cultural heritage of Shantou and Chaozhou launched, and the development of the South China Historical Trails and the Research and Study Bases of the Education History in South China propelled. 18 projects were listed as the fifth batch of national intangible cultural heritages, and the Yanshanzhai site in Yingde was enlisted as an “Archaeological China” project, becoming the first archaeological discovery of the human settlement at the origin of Chinese civilization in Lingnan. “Three Museums in One” and other cultural projects were built with high standard, and public cultural facilities were of higher quality and yielded greater outcomes. Modern drama Deep Ocean, Guangdong Opera Red Scarfand other three works were selected to the national tour of outstanding stage art. Cultural undertaking and tourism were developed in an integrated manner with new achievements. Films, TV programs, cartoon and animation, publication, and printing bloomed and the added value of Guangdong’s cultural and culture-related industries ranked first nationwide. We accelerated the construction of sports parks and stadiums in communities, held a large number of public sports events, and provided better service to enhance public fitness. Guangdong athletes delivered outstanding performance at the 32nd Olympic Games and the 14th National Games of the PRC and the number of both gold medals and all medals they won were among the best nationwide.

Tenthly, we kept improving people’swellbeingand carried forward the initiatives of “Safe Guangdong” and “Law-based Guangdong”, with people’s sense of gains, happiness and securityfurther enhanced. Guided by the people-centered development philosophy, we carried out the program of “Delivering Services to Bring Tanglible Benefits to the People” through which we addressed the most pressing difficulties and resolved problems that were of great concern to the people. We fully completed ten tasks for the improvement of people’s wellbeing. We raised the disposable residential income per capita to 45,000 Yuan, an annual increase of 9.7%. We issued the “Nine Employment Enhancement Measures 3.0” and took “Ten Actions” to support college graduates in finding jobs or starting their own businesses. The training was provided to 3.89 million people through three projects, namely “Cantonese Chef”, “Guangdong Technician” and “Nan Yue Housekeeper”. More than 1.4 million people joined the workforce in urban and rural areas and the average surveyed urban unemployment was kept at 4.9%. We initiated a new round of projects to improve higher education with 123 disciplines ranked among the top 1% in the ESI ranking. Three universities were newly authorized to confer doctoral degree and three to confer master’s degree. Higher vocational colleges expanded their enrollment by over 100,000 students, and the gross enrollment rate for institutions of higher learning was raised to above 55%. We sped up the high-quality development of basic education, increased the public pre-school seats by 288,000, and ensured more than 85% of offspring living with rural migrant parents studied at public schools. We implemented policies to ease the burdens of excessive homework and after-school tutoring for students undergoing compulsory education (“Double Reduction”). New college entrance examination scheme was steadily implemented. We expedited the process of establishing an all-round medical and healthcare system, supported the establishment of 20 high-level hospitals and two international medical centers, and upgraded health centers and county-level hospitals. Apart from launching pilot projects for quality development of national public hospitals, we built three provincial-level epidemic treatment bases and seven international health hubs. We promoted the inheritance and innovative development of traditional Chinese medicine (TCM) and built a national comprehensive reform demonstration area for TCM. The comprehensive reforms concerning medical care, medical insurance and medicine were advanced, with wider procurement coverage of drugs and medical consumables. Medicines for outpatients with 52 common chronic illnesses such as high blood pressure and diabetes were covered by medical insurance with growing reimbursement rate, and fees of trans-city clinical treatment could be settled directly. We coordinated pension insurance for the unemployed at the provincial level, and encouraged people with flexible jobs to join basic old-age insurance, medical insurance and unemployment insurance for employees. We improved the old-age care mechanism for rural people whose lands were expropriated. We created 15-minute circles for urban senior citizens to get access to old-age care. We accelerated the establishment of supportive mechanism for the Third-Child Policy. We raised funds to complete 330,000 low-income housing projects and renovated over 1,500 old and dilapidated residential communities in cities and towns. We enhanced national defence mobilization and education, and strengthened public awareness about national defence. We fully supported the military and their families, provided employment assistance and established national demonstration service centers at all counties and townships for demobilized military personnel. We strove to advance the Peaceful Guangdong initiative to a higher level, by routinely combating organized crimes and rooting out local criminal gangs, addressing major drug-related issues, and fighting against crimes such as telecom and on-line fraud. We launched the eighth five-year plan for increasing public knowledge of law, actively promoted legal consultation and promotion services in rural areas, and handled social disputes effectively and properly through public complaint mechanism. We actively dealt with droughts unseen in many years and accelerated the construction of emergency water supply projects in case of droughts. We made breakthroughs in building a national emergency rescue center in southeast China and welcomed the presence of the United Nations Humanitarian Response Depot and Hub in Guangzhou. Based on market-oriented and law-based principles, we sought proper means to address cases related to corporate debt risks of real estate companies such as the Evergrand Group. Systematic measures were taken to mitigate safety and security risks in such areas as road transport, urban LNG network, hazardous chemicals and construction, bringing down the number of safety accidents by 17.1%. We scored A in the national evaluation on food and drug safety. Furthermore, we made solid progress in the work related to foreign affairs, overseas Chinese affairs, ethnic and religious affairs, labor unions, Communist Youth League, women and children and the disabled, statistics, earthquake and meteorology administration.
