Here’s what you need to know about China in the past 24 hours中国经济要闻 A total of 36 Chinese cities introduced policies to support the property market within the first 15 days in May, according to incomplete statistics, indicative of policy relaxation to shore up home sales. For example, Hangzhou city of Eastern China’s Zhejiang Province announced Tuesday that eligible second-hand homebuyers will only have to pay social security or individual income tax in the city for a consecutive 12 months instead of 24 months, and families with three children will be able to purchase an additional house. In Changsha, Central China's Hunan Province, a home bought and used for rental will not be included in the calculation of family housing units, which means they can enjoy favourable mortgage rate as first-time buyers. China recorded a sharp annual drop in home sales from January to April. Commercial home sales stood at 3.78 trillion yuan ($556 billion), down 29.5 percent year-on-year, with residential housing sales down 32.2 percent, according to statistics released by the National Bureau of Statistics (NBS) on Monday. Investment in real estate development also went down by 2.7 percent year-on-year. According to data from China's top property broker Beike, over 70 Chinese cities have relaxed property-related policies since the beginning of the year, amid significant downward pressure in the real estate industry. Measures include providing loan supports, lowering down payment ratio, extending the years of mortgage payment, etc. China's central bank and banking regulator on Sunday announced first-time homebuyers can receive home loan interest rates that are 20 basis points below the lower limit from commercial banks. Interest rates for second-home purchases will remain unchanged. This policy will enable local mortgage rates to be as low as 4.4 percent. The differentiated home loan policies by State financial authorities will not only lower homebuyers' monthly repayment amount but send a positive signal that the government is all for the stable and healthy development of the housing market, analysts said. The relaxation and solid implementation of credit policies, and the continuous improvement of the financing environment of real estate enterprises, are crucial to the recovery of the property market. 随着4月底以来稳楼市信号的释放,各地优化楼市调控政策的节奏再次加快。 5月17日,杭州市房地产市场平稳健康发展领导小组办公室发布《关于进一步促进房地产市场平稳健康发展的通知》,明确在杭州限购范围内购买二手房,落户杭州未满5年的户籍家庭无社保缴纳要求;非杭州户籍家庭需在购房之日前1年起已在杭州限购范围内连续缴纳城镇社保或个人所得税满12个月。另外,符合条件的三孩家庭在杭州限购范围内限购的住房套数增加1套;报名参加新建商品住房公开摇号销售时,参照“无房家庭”优先摇号。 5月16日,国家统计局发布2022年前4月全国房地产开发投资情况。数据显示,2022年1-4月份,全国房地产开发投资同比下降2.7%,新开工面积及竣工面积同比分别下降26.3%和11.9%。房地产销售仍处于低位,2022年1-4月份住宅销售额同比下降超30%。 今年5月以来,全国已有36城“花式”出台楼市支持政策,其中日前长沙市一项松绑政策被视为“租出去就算无房”更是引发关注。 据贝壳研究院统计,今年以来超过70个城市楼市调控政策放宽,包括公积金贷款支持,如降低首付比、提高公积金贷款上限、延长贷款年限、父母公积金可用于子女购房等,限制性政策包括限购、限贷、限售等政策均有不同程度的放宽。 贝壳研究院数据显示,2022年4月103个重点城市主流首套房贷利率为5.17%,二套利率为5.45%,分别较上月回落17个、15个基点,利率水平为2019年以来月度新低。 中国人民银行、银保监会5月15日发布重磅通知,调整差别化住房信贷政策,对于贷款购买普通自住房的居民家庭,首套住房商业性个人住房贷款利率下限调整为不低于相应期限贷款市场报价利率减20个基点,二套住房商业性个人住房贷款利率政策下限按现行规定执行。换言之,根据4月20日公布的最新4年期LPR报价4.6%,首套住房的房贷利率最低可到4.4%,二套房房贷利率仍执行最低5.2%的标准。 (责任编辑:admin) |
