Fellow deputies! The key to accomplish goals is to stay true to the Party’s founding mission, carry out bold self-revolution, and make the government stronger and more capable. We must take studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the utmost priority and primary political task, continue to advance the great new project of Party building, firmly fulfill various work arrangements made by the CPC Guangdong Provincial Committee, report to the CPC Guangdong Provincial Committee on major matters, and strive to build a law-based, clean and service-oriented government that meets people’s need.We will comprehensively strengthen party leadership and party building. We need to gain profound understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defining the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and resolutely uphold Comrade Xi Jinping’s core position and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We need to deeply understand that the core of the Party provides the leading force of our cause and charts the course for our future, and we will firmly uphold, protect and be loyal to the core of the Party. We must be keenly aware of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. We should stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and we should uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Party Central Committee’s authority and its centralized, unified leadership. We will keep enhancing our capacity for political judgment, thinking, and implementation, keep in alignment with the theories, guidelines, principles and policies of the Party, correct errors in a timely manner and make sure that the strategic decisions made by the CPC Central Committee are unconditionally executed without any misinterpretations, alterations or distortions, and will closely follow the leadership in terms of thinking, political commitment and actions. We will work to consolidate the achievement from the study of the CPC’s history and establish a regular and long-term mechanism for the study of the CPC’s history, so that we will better understand and make good use of the historical experience from the Party’s endeavors over the past century, boost confidence in history, enhance solidarity and unity, and carry forward the fighting spirit. We will work harder to improve Party conduct, ensure a clean government, and root out corruption. We must exercise full and strict Party self-governance, holding the competent authorities at all levels and party committees (party leadership groups) of departments accountable, and intensify efforts to prevent misconduct and corruption. We need to strengthen audit-based oversight and statistical supervision, apply strict financial disciplines, and tighten the governments’ belts. We will strictly comply with the eight-point decision on improving work conduct, keep in mind the Three Guidelines for Ethical Behavior and Three Basic Rules of Conduct by guarding against formalities and bureaucratism and avoiding unnecessary inspections, assessments and evaluations, so as to effectively reduce burdens on the primary level governments. We will step up law-based administration.We will promote whole-process people’s democracy, accept the legal supervision of Guangdong Provincial People’s Congress, the democratic oversight of the CPPCC Guangdong Provincial Committee and oversight through disciplinary inspection and supervision organs, and proactively listen to the views of other political parties, federations of industry and commerce, public figures without party affiliation and people’s organizations. We will fully implement the outline for building a law-based government by improving statutory procedures in major administrative decision-making, including public participation, expert discussion, risk assessment, legality review, and group discussion. The provincial government will continue to report to the Standing Committee of the Provincial People’s Congress before making major decisions. We will further reforms to streamline administration and delegate power. That means we will go through the items that still require review and approval, resolutely delegate the power of approval to lower levels when necessary, assume full responsibilities for matters that fall within the government’s mandate and return power of approval that shall be taken over by higher level authorities. The government will also step up mid- and post-project regulation, and avoid zero regulation while delegating power. Governments at all levels must fulfill their full responsibilities and carry out their duties properly, and selective and arbitrary law enforcement due to local and sectoral interests is unacceptable. We will improve our overall capabilities. We will foster a correct attitude towards performance and strengthen our ability politically, practically and professionally. Officials are encouraged to further study on economics, science and technology, history and cultural knowledge, champion the spirit of humanity, and consolidate skills of research and investigation, so as to improve their political competence, strategic vision and professionalism.
