2. The Organizer and evaluation experts shall keep confidential after receiving the outcome documents submitted by applicants. No person or organization shall disclose, release or display the outcome documents in any way before the end of the evaluation without the permission of the competition Organizer or relevant government departments, otherwise, they will be held legally responsible.

十一、不正当竞争与法律监督

XI. Unfair Competition and Legal Supervision

1.严禁参赛申请人向参与方案评审的有关人员行贿，使其泄露一切与方案评审工作相关的信息。

1. Applicants are prohibited to bribe people involved in the evaluation of proposals and to ask them to disclose information related to the evaluation.

2.参赛申请人在竞赛过程中严禁互相串通、结盟，损害竞赛的公正性，或以任何方式影响其他参赛申请人参与正当竞赛。

2. Applicants are prohibited to collude or ally with each other to compromise the competition fairness, or to affect other applications in any way to participate in fair competition.

3.如发现参赛申请人有上述不正当竞争行为，取消其竞赛资格，并追究相应法律责任。

3. If any applicant is found to have engaged in any of the above-mentioned acts of unfair competition, the applicant will be disqualified and held legally responsible.

十二、语言及计量单位

XII. Languages and Units of Measurement

1.语言

1. Languages

与此次竞赛活动有关的所有往来通知、函件和竞赛成果文件均应使用中文或英文。参赛申请人的往来通知、函件和竞赛成果文件为非中文的，应同时提供中文翻译文，并以中文文本为准。

All notices, correspondence and outcome documents relating to the competition should be in Chinese or English. If the notices, correspondence and outcome documents are not in Chinese, a Chinese translation shall be provided at the same time and the Chinese version shall prevail.

2.计量单位

2. Units of Measurement

除国家相关标准及竞赛文件中的技术要求另有规定外，竞赛成果文件使用的度量单位，均采用中华人民共和国法定计量单位。

Unless otherwise stipulated in the relevant national standards and technical requirements in the competition documents, all units of measurement used in the outcome documents shall be legal units of measurement of the People's Republic of China.

十三、其他

XIII. Other Provisions

1.竞赛主办方保留更改活动日程安排的权力。如有改动，将至少提前3天通知。

1. The Organizer reserves the right to change the schedule of events. At least a 3-day notice will be given in case of any change.

2.参赛申请人参加现场踏勘活动、答疑和专家评审会时需现场翻译的请自带翻译。

2. Applicants should bring their own interpreters if they want to attend the site visit, Q & A sessions and expert evaluation sessions.

3.竞赛文件的解释权属于竞赛主办方。解释语言以中文为准。

3. The right of interpretation of the competition documents belongs to the Organizer. The language of interpretation shall be Chinese.

4.参加本次竞赛活动的参赛申请人均视为承认本文件所有内容。
