4. Participants shall have a good social reputation, and the planning preparation organizations that are listed in the government’s misconduct record and still in the validity period of record are forbidden to take part in the competition.

5.本次竞赛活动接受联合体申请，但联合体成员数量不超过2家。

5. An application from a consortium is accepted for this competition, but at most two members are allowed in a consortium.

（1）中华人民共和国境外或港澳台地区的机构申请参赛，必须和中国境内机构组成联合体方可参加竞赛申请，且中国境内单位必须是联合体牵头人；

An applicant outside the People’s Republic of China or in Hong Kong, Macau or Taiwan shall form a consortium with a Chinese institution, and the Chinese institution must serve as the consortium leader;

（2）中华人民共和国境外或港澳台地区在中华人民共和国境内设有多个分支机构且多个分支机构同时参与申请的，只接受取得境外总部授权的机构申请,若中华人民共和国境外或港澳台地区在中华人民共和国境内分支机构仅有一家参与申请视同取得境外总部授权；

(2) When an institution outside the territory of the People’s Republic of China or in Hong Kong, Macau or Taiwan has more branches within the territory of China and these branches apply for competition at the same time, only the application from the branch authorized by the overseas headquarters is accepted; if only one branch within the territory of China participates in application, this branch is deemed to have obtained the authorization from overseas headquarters;

（3）联合体须满足基本要求及以上规定，且必须提交《联合体协议》，并在协议中明确联合体的牵头单位。联合体各成员不得再以自己名义单独申请，也不得组成新的联合体或参与其他联合体的申请，否则申请无效。

(3) The consortium must meet the basic requirements and the above provisions, and also submit a Consortium Agreement, and specify the leading institution of the consortium in the agreement. The consortium members shall neither apply separately in their own name, nor form a new consortium or participate in the application of other consortia, otherwise the application is invalid.

6.单位负责人为同一人或者存在控股、管理关系的不同参赛机构，不得同时参加本项目竞赛。

6. If the heads of different participants are the same or have holding or management relations, they are not allowed to participate in this competition at the same time.

五、竞赛程序

V. Competition Procedures

1.第一阶段——资格预审

1. Stage I——Prequalification

（1）由竞赛主办方组建资格预审评审小组，评审专家对递交的资格预审申请文件进行评审，合格参赛机构少于或等于12家则全部入围，若合格参赛机构超过12家则通过计分方式，按得分从高到低顺序选出前12家单位入围。

(1) The Organizer shall set up a prequalification review team, and the review experts will review the prequalification application documents submitted. If there are less than or equal to 12 qualified participants, all of them will be shortlisted. If there are more than 12 qualified participants, the top 12 will be shortlisted according to the order of their scores from high to low.

（2）通过资格预审入围的参赛申请人应按时提交《竞赛确认函》。

(2) Applicants shortlisted for prequalification shall submit the Competition Confirmation Letter on time.

（3）若递交《竞赛确认函》的参赛机构因非不可抗力因素中途退出或最终放弃竞赛，竞赛主办方有权在今后拒绝该参赛机构参加竞赛主办方其他任何建设项目的竞赛。

(3) If a participant submitting the Competition Confirmation Letter withdraws or finally waives the competition not for force majeure factors, the Organizer has the right to refuse its participation in competition for any other construction projects of the Organizer in the future.

2.第二阶段——现场踏勘阶段

2. Stage II——Site Visit

踏勘由竞赛咨询服务机构组织实施。参加踏勘的机构可自行预订酒店，也可由竞赛咨询服务机构代为预订，费用自理。

The site visit is organized and implemented by the competition consulting service organization. Those participating in the site visit can make hotel reservations by themselves, or the competition consulting service organization can book for them at their own expenses.

现场踏勘当天受邀的参赛机构在指定地点集合，统一乘坐组织方安排的车辆前往踏勘地点，中餐由组织方负责安排工作餐，晚餐各参赛机构自行安排，踏勘工作完成后由竞赛主办方举行答疑会，答疑会后各参赛机构自行安排。
