Announcement of International Competition of Concept Planning and Industrial Development Planning of the Yueyang Tower-Dongting Lake Cultural Tourism Resort of Hunan

一、项目介绍

I. Introduction of the Project

湖南岳阳楼·洞庭湖文化旅游度假区是1992年10月经湖南省人民政府批准成立的全省首家省级旅游度假区。2021年5月，经湖南省文化和旅游厅批准同意、湖南省人民政府备案，将“湖南岳阳洞庭湖旅游度假区”更名为“湖南岳阳楼·洞庭湖文化旅游度假区”（以下简称文旅度假区）。2021年9月9日，文旅度假区正式揭牌成立。本次文旅度假区概念策划和产业发展规划竞赛活动采用国际竞赛模式公开征集比选最佳方案。

The Yueyang Tower-Dongting Lake Cultural Tourism Resort of Hunan was the first provincial resort approved by the People’s Government of Hunan Province in October, 1992. With the approval of the Department of Culture and Tourism of Hunan and filing with the Hunan Government, the “Dongting Lake Tourist Resort of Yueyang, Hunan” was renamed “Yueyang Tower-Dongting Lake Cultural Tourism Resort of Hunan” (hereinafter referred to as the Resort) in May, 2021. The Resort was officially inaugurated on September 9, 2021. The Resort will choose the best scheme from this international competition for concept planning and industrial development planning.

二、竞赛范围

II. Scope of Competition

本次竞赛研究的范围包括规划范围内的陆地和水域面积共约600平方公里（具体面积以政府最终批准的规划面积为准），具体见以下红线图。结合规划范围制定湖南岳阳楼•洞庭湖文化旅游度假区概念策划和产业发展规划。

This competition involves an area of about 600 square kilometers, including land and water within the planning scope, as shown with red and blue lines in the following map. The accurate area should be the planning area finally approved by the government. The concept planning and industrial development planning of the Yueyang Tower-Dongting Lake Cultural Tourism Resort of Hunan will be prepared based on the planning area.

注：核心区域面积暂定235平方公里，协同区面积暂定223平方公里，水域面积暂定142平方公里（具体面积以政府最终批准的规划面积为准）。

Note: The core area is tentatively 235 square kilometers, the secondary area is tentatively 223 square kilometers, and the water area is tentatively 142 square kilometers (the specific area subject to the planning area finally approved by the government).

一、竞赛任务

III. Competition Tasks

本次国际竞赛任务旨在从顶层设计层面系统解决文旅度假区产业和核心项目发展的瓶颈问题，打造科学、合理、领先的产业布局，形成有世界性竞争力的产业体系，进一步打响“洞庭天下水，岳阳天下楼”文旅品牌，推动文旅产业高质量发展。

This international competition aims to address the challenges in the industrial and core project development of the Resort in a systematic way from a perspective of top-level design. Furthermore, it aims to develop a reasonable, acceptable and leading industrial layout, forming an industrial system with world competitiveness, and to drive the high-quality development of cultural tourism with the promotion of cultural tourism brands of Dongting Lake and Yueyang Tower.

1、设计任务内容：

1. Content of Design Tasks:

（1）背景篇。宏观背景与产业发展趋势研判、岳阳城市定位分析、项目区域调研和结论分析、目标市场和客群分析、SWOT分析。

(1) Background. To analyze the background and industrial development trend, the city positioning of Yueyang, the regional investigation and findings of the project, target market and customer group, and SWOT.

（2）定位篇。国际国内相似成功案例研究、项目整体发展定位、项目创新模式设计。

(2) Positioning. To study similar international and domestic success cases, overall project development orientation, design of project innovation models.

（3）策划篇。项目整体策划思路、特色产业策划、重大项目策划专篇、商业模式策划。

(3) Strategic Planning. To prepare overall project planning ideas, characteristic industry planning, major project planning, business model planning.

（4）规划篇。产业布局、功能分区、产品体系规划、旅游交通规划。

(4) Planning. To make plans for industrial layout, functional zoning, product system, tour and transportation.

（5）保障篇。开发时序设计、投资估算分析、项目招商创新模式、项目运营思路。

(5) Details. To prepare sequential design, investment estimation and analysis, innovative modes for project investment, project operation ideas.
