第三十八条 本条例由国家物价局负责解释；施行细则由国家物价局 制定。? Article 38 The State Administration of Commodity Prices shall be responsible for the interpretation of these Regulations and shall formulate detailed implementing rules.
第三十九条 本条例自发布之日起施行，１９８２年７月７日国务院发布的《物价管理暂行条例》同时废止。 Article 39 These Regulations shall take effect from the date of promulgation and the Provisional Regulations on Commodity Price Control, issued 7 July 1982 by the State Council, shall be nullified simultaneously.
