China has released a guideline on expanding domestic demand and fostering a sound domestic demand system to promote its long-term development.

The long-term goals extending to 2035 include seeing the scale of consumption and investment hit new levels and fully establishing a sound domestic demand system, said the guideline, jointly issued by the Communist Party of China Central Committee and the State Council.

Looking to 2035, new industrialization, informatization, urbanization and agricultural modernization will be basically achieved, people's livelihoods will be improved, the underpinning role of reform in propelling the development of domestic demand will be boosted and China's advantages in terms of engaging in global economic cooperation and competition will be enhanced, according to the guideline.

To accomplish the long-term goals, the country aims to boost investment in consumption, optimize the distribution pattern, bolster the quality of supply, improve the market system and smoothen economic circulation during the 14th Five-Year Plan period (2021-2025).

Efforts will be made to facilitate consumption on all fronts and accelerate the upgrading of consumption quality, optimize the investment structure and expand the scope of investment, while promoting the coordinated development of urban and rural areas to release the potential of domestic demand, according to the guideline.

扩内需重磅文件出炉。

中共中央、国务院近日印发《扩大内需战略规划纲要（2022－2035年）》，围绕11个方面出台38条举措，以2万多字的篇幅提出了扩大内需的总体要求和具体方案，要求加快培育完整内需体系，促进形成强大国内市场，使扩大内需成为构建新发展格局的重要支撑，促进供需在更高水平上实现动态平衡。

《纲要》提出，按照全面建设社会主义现代化国家的战略安排，展望2035年，实施扩大内需战略的远景目标为消费和投资规模再上新台阶，完整内需体系全面建立；人民生活更加美好，城乡居民人均收入再迈上新的大台阶，中等收入群体显著扩大，基本公共服务实现均等化，城乡区域发展差距和居民生活水平差距显著缩小，全体人民共同富裕取得更为明显的实质性进展等。

为实现2035年远景目标，《纲要》明确了“十四五”时期实施扩大内需战略的5个主要目标。包括：促进消费投资，内需规模实现新突破；完善分配格局，内需潜能不断释放；提升供给质量，国内需求得到更好满足；完善市场体系，激发内需取得明显成效；畅通经济循环，内需发展效率持续提升。

在加快消费提质升级、优化投资结构方面，《纲要》要求，顺应消费升级趋势，提升传统消费，培育新型消费，扩大服务消费，适当增加公共消费，着力满足个性化、多样化、高品质消费需求。努力增加制造业投资，加大重点领域补短板力度，系统布局新型基础设施，着力提高投资效率，促进投资规模合理增长、结构不断优化，增强投资增长后劲。

China on Thursday posted slower growth in factory output in November due to the impact of COVID-19 resurgence, but has maintained overall stability over the first 11 months of the year. 

The value-added industrial output, an important economic indicator, went up 2.2 percent year-on-year in November after a 5 percent growth in the previous month. In the first 11 months, the total value added of those enterprises grew by 3.8 percent year-on-year, according to the National Bureau of Statistics. Total retail sales of consumer goods came in at 3.86 trillion yuan in November, down 5.9 percent year-on-year. During the January-November period, fixed assets investment reached 52 trillion yuan, up 5.3 percent year-on-year. 

Meanwhile, China's home prices in 70 major cities continued to ease. In November, 51 out of the 70 cities saw a month-on-month drop in new home sales prices, compared with 58 in October. A total of 62 cities witnessed a decrease in resale home prices, flat with the previous month.

11月经济数据出炉：国家统计局15日发布数据显示，11月份，国民经济保持恢复态势，投资规模继续扩大，市场价格总体平稳，新动能持续成长，民生保障有力有效，经济社会大局稳定。11月，全国规模以上工业增加值同比实际增长2.2%；社会消费品零售总额38615亿元，同比下降5.9%，环比增长0.15%。1-11月，全国规模以上工业增加值同比增长3.8%；社会消费品零售总额399190亿元，同比下降0.1%；全国固定资产投资同比增长5.3%，基础设施投资同比增长8.9%，增速比1-10月加快0.2个百分点，连续七个月回升。
