OK, I guess you need someone who has seen both India and Sub-saharan Africa to answer this. I have lived in India and major Indian cities (Bombay for 6 years, Delhi for 3 years and so on) and now I am in sub-saharan Africa (living in Nigeria for almost 3 years).

I can tell you without any bias that this comment is absolutely false! There is enough data for you to compare Indian poverty vs Sub Saharan African poverty. Also, in India there are several government programs to help people living below poverty line. I know there is corruption and not everything reaches the needy, but trust me it is much much better than sub Saharan Africa.
