Build world-class port clusters in Beijing-Tianjin-Hebei region, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, as well as north side of Xiaoyangshan in Yangshan Port Area, Section C of Beijiang Port Area of Tianjin, Phase V of Nansha Port of Guangzhou, and container terminals in Yantian Port East Area, Shenzhen. Promote the expansion of coal transportation capacity of Caofeidian Port, and the construction of Zhoushan river-sea intermodal transportation service center, Beibu Gulf international gateway port and Yangpu hub port. Deepen the preliminary demonstration of the Three Gorges new waterway. Study the connection project of Pinglu canal and other cross-waterway canals.

7. 现代化机场
Modernized airports

建设京津冀、长三角、粤港澳大湾区、成渝世界级机场群,实施广州、深圳、昆明、西安、重庆、乌鲁木齐、哈尔滨等国际枢纽机场和杭州、合肥、济南、长沙、南宁等区域枢纽机场改扩建工程。建设厦门、大连、三亚新机场。建成鄂州专业性货运机场,建设朔州、嘉兴、瑞金、黔北、阿拉尔等支线机场。新增民用运输机场30个以上。

Build world-class airport clusters in Beijing-Tianjin-Hebei region, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing area, and carry out reconstruction and expansion projects for international hub airports in Guangzhou, Shenzhen, Kunming, Xi’an, Chongqing, Urumqi, and Harbin, and regional hub airports in Hangzhou, Hefei, Jinan, Changsha, and Nanning. Build new airports in Xiamen, Dalian, and Sanya. Complete the construction of the special freight airport in Ezhou, and build feeder airports in Shuozhou, Jiaxing, Ruijin, northern Guizhou, Aral, etc. Increase more than 30 new civil airports.

8. 综合交通和物流枢纽
Integrated transportation and logistics hub

推进既有客运枢纽一体化智能化升级改造和站城融合,实施枢纽机场引入轨道交通工程。推进120个左右国家物流枢纽建设。加快邮政国际寄递中心建设。

Promote the integration and intelligent upgrade of existing passenger transportation hubs and the integration of stations and cities and implement the rail transit connection projects in hub airports. Promote the construction of about 120 national logistics hubs. Accelerate the construction of international postal delivery centers.

(六)现代能源体系建设工程
Projects for building a modern energy system


1. 大型清洁能源基地
Large-scale clean energy bases


建设雅鲁藏布江下游水电基地。建设金沙江上下游、雅砻江流域、黄河上游和几字湾、河西走廊、新疆、冀北、松辽等清洁能源基地,建设广东、福建、 浙江、江苏、山东等海上风电基地。

Build a hydropower base in the lower reaches of the Yarlung Zangbo River, as well as clean energy bases in the upper and lower reaches of the Jinsha River, the Yalong River Basin, the upper reaches of the Yellow River, Jiziwan, Hexi Corridor, Xinjiang, northern Hebei, and Songliao, and offshore wind power bases in Guangdong, Fujian, Zhejiang, Jiangsu, and Shandong.

2. 沿海核电
Coastal nuclear power facilities


建成华龙一号、国和一号、高温气冷堆示范工程,积极有序推进沿海三代核电建设。推动模块式小型堆、60万千瓦级商用高温气冷堆、海上浮动式核动力平台等先进堆型示范。建设核电站中低放废物处置场,建设乏燃料后处理厂。开展山东海阳等核能综合利用示范。核电运行装机容量达到7000万千瓦。
Complete construction of the Hualong One, CAP1400, and high-temperature gas-cooled reactor demonstration projects. Promote in an orderly manner the construction of third-generation nuclear power plants in coastal areas. Promote the demonstration of small modular reactors, 600,000 kW commercial high-temperature gas-cooled reactors, and offshore floating nuclear power platforms. Build low and medium level radioactive waste disposal sites for nuclear power plants and spent fuel reprocessing plants. Demonstrate comprehensive utilization of nuclear energy in Haiyang, Shandong Province. The installed nuclear power operating capacity will reach 70 million kW.

3. 电力外送通道
Power transmission channels


建设白鹤滩至华东、金沙江上游外送等特高压输电通道,实施闽粵联网、川渝特高压交流工程研究论证陇东至山东、哈密至重庆等特高压输电通道。
Build the UHV transmission channels from Baihetan to East China and the upstream of Jinsha River. Implement the Fujian-Guangdong interconnection and Sichuan-Chongqing UHV AC projects. Study and demonstrate the UHV transmission channels from east of Gansu to Shandong and from Hami to Chongqing.
