Ministry of Commerce's Candidate List of Law Firms SUB-LIST FOR WTO AND RTA DISPUTE RESOLUTION(FOREIGN LAW FIRMS) Bidding Announcement

　　中咨工程建设监理公司（以下称采购代理机构）受中华人民共和国商务部（以下称采购人）的委托，以公开招标方式选择商务部律师事务所库-世贸组织和区域贸易协定争端解决子库境外律师事务所，邀请符合资格条件的律师事务所（以下称投标人）参加投标。

　　CIECC engineering construction project management corporation (hereinafter referred to as "the procurement agency"), entrusted by ministry of commerce of the people's republic of china (hereinafter referred to as "the purchaser"), now invites eligible and qualified law firms (hereinafter referred to as "the bidder") to submit sealed bids for selection of foreign law firms' entry into the Ministry of Commerce's Candidate List of Law Firms -Sub-List for WTO and RTA Dispute Resolution (Foreign Law Firms) by public competitive bidding.

　　一、招标内容

　　I. Bidding contents

　　商务部律师事务所库-世贸组织和区域贸易协定争端解决子库境外律师事务所，最大中标人数量为15家。符合资格条件的投标人为8-15家时,淘汰综合得分排序最后的1家。

　　For the project of Ministry of Commerce's Candidate List of Law Firms -Sub-List for WTO and RTA Dispute Resolution (Foreign Law Firms), the maximum number of the winning bidder shall be 15. if the number of the eligible and qualified bidder is between 8 to 15, the last one in comprehensive score shall be phased out.

　　二、投标人资格

　　II. Qualifications Of The Bidder

　　投标人应当具备下列条件：

　　 The bidder shall meet the following conditions:

　　（1）投标人应为在中国境外合法设立的律师事务所（含在港澳台地区注册的律师事务所）；投标人不得以其驻华代表机构的名义投标，但可通过其驻华代表机构办理相关事宜；

　　The bidder shall be a law firm legally established outside the territory of China (including Hong Kong SAR, Macao SAR or Taiwan Province of China); the bidder shall not submit bids in the name of itsrepresentative office in China, but can deal with the relevant matters throughthe representative office.

　　（2）具有良好的商业信誉和健全的财务会计制度；

　　Having good business reputation and sound financial and accounting system;

　　（3）具有承办委托法律服务事项的团队和能力。

　　Having a team with the ability to undertake the entrusted legal services.

　　（4）已购买本项目招标文件。

　　Having bought the bidding document of this project.

　　三、招标文件的获取方法
