The Evolution Trend of the Current Global Internet Governance

—Analysis and Judgment Based on the Trump Administration's Strategic Shift

Abstract: Over the years, the United States has absolutely dominated the basic pattern and trend of the global Internet governance. As the president of the United States, Trump's value proposition and policy preferences on the Internet and Internet governance will greatly affect the U.S. government's cyberspace strategy, and further affect the global Internet governance basic pattern and development trend in the future. Reviewing the measures Trump has taken concerning global Internet governance during the first 100 days of his presidency, it can be seen that the values of "freedom, prosperity and security" that the U.S. has long followed in the Internet area will be impacted, disturbed and shaken; its leadership in the global Internet governance will be weakened; Trump's preference for sovereign priority agrees with China's assertion, so the Sino-US conflicts in global network governance will be greatly reduced. In the face of the space in the international arena due to Trump's "America first" policy, China should take an active and positive approach, participate in or even lead the establishment of the global cyberspace agenda from the global perspective, and formulate effective global guidelines for this new "community of common destiny" as soon as possible.
